Functional hail damage is a fracture in the shingle mat, under the granules. The roof can look fine from the driveway and still be finished. Cosmetic damage marks the surface without shortening the roof's life.
That one distinction decides most hail claims in Oklahoma.
Why cosmetic is the answer you hear most
It is the most common denial reason in this market. Sometimes it is correct.
It is also the default answer when nobody documented the damage as functional. Those are two very different situations that produce the same letter.
What both sides actually check
We chalk and photograph a test square on each slope. That way both inspections are arguing about the same roof, not two different memories of it.
- Granules in the gutters. A pile of them says the mat is losing its cover.
- Dents in soft metal. Vent caps and gutter aprons bruise before shingles do. They are the honest witness.
- The pattern. Real hail damage matches the wind direction of the storm. Damage on every slope in equal amounts usually is not hail.
Wind is a separate thing
Wind creases shingles. It does not bruise them.
A creased shingle has broken its seal. It will lie flat again and look fine. It will not re-seal. That is a real loss that gets missed because it photographs badly.
There is no magic hail size
People ask what size stone does it. There is no single number.
Older, softer shingles bruise at smaller sizes. A roof at year 18 and a roof at year 3 do not take the same storm the same way.
What changed in 2026
The Oklahoma Attorney General sued State Farm on June 26, 2026. The suit claims the company ran a program to cut roof approvals. On July 7, 2026 the same office sued Allstate. That suit claims a scheme to hold down payouts.
Both are claims. No court has ruled on either one. But if you were told cosmetic and it did not sit right, you are not the only one asking this year.
If you got denied
We see three kinds of denial. Called cosmetic. Blamed on age or wear. Or a date-of-loss mismatch. Each one has its own answer. None of them is give up.
Start with the date. The claim clock runs from the storm, not from the day you noticed. Do not sit on it.
More here: what storm damage looks like, how claims work, and why nobody can pay your deductible.
This is what we see as a roofing contractor. It is not legal advice and it is not a coverage determination. For your policy or your claim, talk to your agent, your carrier, or the Oklahoma Insurance Department.
Common questions
What does functional hail damage look like?
It is a crack in the shingle mat, under the granules. You often cannot see it from the driveway. The roof can look fine and still be done.
What does cosmetic damage only mean?
It means the hail marked the surface but did not shorten the roof's life. Sometimes that is true. It is also the answer you get when nobody wrote down the real damage.
How long do I have to file a hail claim in Oklahoma?
Your policy sets the window. The clock starts at the date of the storm, not the day you noticed. Do not sit on it. Check your policy or call your carrier.
Is Oklahoma taking action against insurers over hail claim denials?
There are two active lawsuits. The Oklahoma Attorney General sued State Farm on June 26, 2026. He sued Allstate on July 7, 2026. Both suits claim the companies held down roof claim payouts. Both are only claims so far. No court has ruled.
