Can Your Roofer Pay Your Deductible in Oklahoma?
We get asked this on almost every storm inspection, and the answer changed in 2023. Most Oklahoma homeowners have never been told.

No. Since November 1, 2023, Oklahoma law has prohibited a residential or commercial roofing contractor from paying, waiving, absorbing or rebating your insurance deductible - or offering to. It is written into Okla. Stat. tit. 59, sec. 1151.30.
What the statute actually says
The law is short and it is aimed squarely at one sales tactic. A roofing contractor providing repairs or improvements paid for from a property insurance claim may not advertise or promise to pay, rebate or otherwise compensate you for all or part of your deductible. There is no version of it that is allowed if it is written into the contract, and there is no version that is allowed if it is called something else - a "rebate," a "discount for a yard sign," or an "inspection credit" that happens to equal your deductible.
Why contractors used to offer it
Before the change it was a common pitch, and it worked, because a deductible is the one part of a roof claim that comes out of the homeowner's own pocket. Removing it made the decision feel free.
The money never actually disappeared. It came back through the scope submitted to your carrier - a slightly bigger job, a few extra line items, a supplement that covers the gap. That is a document with your name on the claim, not the contractor's. This is the part of the arrangement that never got explained at the kitchen table.
What a legitimate contractor can do
Quite a lot, and all of it is more useful than a deductible discount:
- Inspect the roof and document damage slope by slope, before you file anything
- Tell you honestly whether you have a claim worth filing - a denied claim still goes on your record
- Meet your adjuster on the roof, on the day of their inspection, with that documentation in hand
- Write a detailed scope of the work
- Submit supplements to your carrier for items the initial scope missed
- Build the roof, and warrant the workmanship
What they cannot do is act as your public adjuster, negotiate the claim as your representative, or touch your deductible.
How to check an Oklahoma roofer in two minutes
Oklahoma's Roofing Contractor Registration Act requires roofing contractors to hold a valid registration from the Construction Industries Board and to carry general liability insurance. Registration is not a formality here - it is the fastest way to separate a local company from a crew that followed the storm across the state line.
Ask for the registration number. A registered contractor has it on the truck, the yard sign and the proposal. Then look it up in the CIB's public roofing registration search. If the company is not in it, or the name on the registration does not match the name on your contract, stop there.

The single fastest filter
If a contractor offers to cover your deductible, they are offering to do something Oklahoma law has prohibited for nearly three years. You do not need to know anything else about roofing to know what to do with that.
Every serious hail event in central Oklahoma brings crews from out of state. Some of them are good. The ones making this offer are telling you, before you have signed anything, how they intend to handle the rest of your claim.
More on the whole process: how Oklahoma roof insurance claims work, and what functional hail damage actually looks like.
This article describes Oklahoma law as we understand it as a roofing contractor. It is not legal advice. For questions about your specific policy or claim, talk to your agent, your carrier, or the Oklahoma Insurance Department.
Common questions
Is it illegal for a roofer to pay my deductible in Oklahoma?
Yes. Okla. Stat. tit. 59, sec. 1151.30, effective November 1, 2023, prohibits a residential or commercial roofing contractor from paying, waiving, absorbing or rebating a homeowner's insurance deductible, or offering to.
What if they already offered? Am I in trouble?
No. The prohibition is on the contractor, not on you. But it tells you something about how that company operates, and you should think carefully before signing with them.
Does that mean I always have to pay my deductible?
Yes. Your deductible is your share of a covered loss. It is owed on any claim you file.
